How to Get a Driving Permit in Uganda 2026: Learner's Permit, Test, Fees and Smart DP

A driving permit opens doors in Uganda. Many jobs ask for one, from sales reps and drivers to field officers, and it lets you move your family or business on your own schedule. Driving without a valid permit can lead to fines, impounded vehicles and problems with insurance claims after an accident.

The process has changed in recent years. Permits are now issued as smart cards through the Uganda Driver Licensing System, payments are made online, and no cash is accepted at licensing offices. This guide walks you through each step, from your learner's permit to collecting your smart DP, with the official fees at the time of writing.

Who does what

  • Ministry of Works and Transport: sets the rules and licenses driving schools.
  • Uganda Driver Licensing System (UDLS): issues learner's permits and smart driving permits on behalf of the ministry. It has offices in Kampala and branches upcountry. See udls.co.ug.
  • Inspectorate of Vehicles (IOV): a department of the Uganda Police that tests your driving competence.
  • Uganda Revenue Authority (URA): where you generate a payment registration number (PRN) and pay the official fees, through a bank, mobile money or online.

Basic requirements

  • You must be at least 18 years old.
  • Identification: your National ID or NIN if you are Ugandan, or a valid passport with the right visa or permit if you are not.
  • A medical examination by a registered medical practitioner, recorded on the application form.
  • Enrolment with a licensed driving school, with proof from the school.
  • Proof of payment of the official fee (your PRN receipt).

Step by step: from learner to smart DP

  1. Choose a licensed driving school. The Ministry of Works and Transport publishes lists of licensed and approved driving schools. Visit a few, ask about the training car, lesson times and the total cost, and ask for an itemised quote.
  2. Get your medical examination. A registered doctor completes the medical section of the application form. The medical report is generally accepted for about six months.
  3. Pay for your learner's permit. Generate a PRN on the URA portal or the Ministry of Works and Transport e-services portal, then pay through a bank or mobile money.
  4. Apply at a UDLS office. Take your ID, the completed form with the medical report, proof of enrolment and your payment receipt. Your photo and biometrics are captured and you receive a learner's permit, valid for three months.
  5. Train and practise. Take your lessons seriously: road signs, the highway code, vehicle control, parking and defensive driving. Only drive on public roads as a learner under the conditions set by the law, with a qualified instructor or licensed driver beside you.
  6. Pay for and take the IOV test. Pay the test fee through a PRN, then sit the competence test with the Inspectorate of Vehicles. If you pass, your learner's permit is stamped. The IOV stamp is valid for 12 months.
  7. Apply for your full permit. You can apply at least 30 days after getting your learner's permit. UDLS advises waiting three to four days after your test before going in. Pay the fee for the validity you want (one, three or five years).
  8. Collect your smart DP. At a UDLS office, present your ID, stamped learner's permit and payment proof, and give your biometrics. At the time of writing, UDLS says permits are ready in about an hour at head office and within 48 hours at upcountry branches.

If your learner's permit expires before you pass the test, you must renew it, which costs the same as the original learner's fee.

Official fees at the time of writing

These are the government fees published by UDLS for a class B (car) permit. Fees for motorcycle classes are lower. Always confirm current fees on the UDLS website before paying.

  • Learner's permit (three months): UGX 60,000 (lower for some motorcycle classes)
  • IOV driving test: UGX 25,000 per class
  • New permit, one year: UGX 135,000
  • New permit, three years: UGX 230,000
  • New permit, five years: UGX 330,000
  • Renewal: UGX 130,000 (one year), UGX 210,000 (three years), UGX 310,000 (five years)
  • Replacement of a lost or damaged permit: UGX 121,000
  • Adding a class: UGX 121,000 plus the IOV test fee for each class

Driving school fees are separate and set by each school. They vary widely depending on the location, the type of car (manual or automatic) and the number of lessons, so compare a few schools.

A quick word on permit classes

Your permit shows the classes of vehicle you are allowed to drive. Most people apply for class B, for ordinary cars and light vehicles, while class A covers motorcycles. Heavier vehicles such as trucks and buses have their own classes, and you may need experience on a lower class before you can add them. Ask your driving school or UDLS which class fits the vehicle you plan to drive.

Renewing or replacing your smart DP

You can renew before your permit expires by paying the renewal fee through a PRN and visiting a UDLS office. If your permit is lost or stolen, report it to the police and pay the replacement fee. Keep a photo of your permit and your payment receipts in a safe place.

Common mistakes to avoid

  • Paying cash to middlemen. UDLS does not accept cash at its branches. Official fees are paid through a PRN to URA via a bank, mobile money or online. Keep your receipts.
  • Paying more than the official fees. Some driving schools have been reported to charge more than the published government fees. Ask the school to separate its training fee from the official fees, and pay government fees yourself where you can.
  • Using an unlicensed driving school. Check that the school is on the ministry's approved list.
  • Letting your learner's permit expire. Book your test early so you do not pay for a renewal.
  • Buying a "fast" permit without a test. A permit obtained without proper testing can be cancelled and puts you and others at risk. It may also cause problems with insurance after an accident.
  • Driving on an expired permit. Set a reminder a month before your expiry date.

Frequently asked questions

How long does it take to get a driving permit in Uganda?

You must hold a learner's permit for at least 30 days before applying for your full permit. In practice, most people take one to three months depending on how quickly they train and book the test.

Can I drive with a learner's permit?

Only for learning, under the conditions set by the law and with a qualified instructor or licensed driver with you. A learner's permit is not a licence to drive alone.

Can I use a foreign driving licence in Uganda?

Visitors can usually drive for a limited period on a valid foreign licence or international driving permit. If you live in Uganda, you can exchange your foreign licence for a Ugandan one at UDLS. The exchange fee is the same as a new permit.

How do I check if my permit is genuine?

Contact UDLS through its official website or customer care line to confirm your permit details. Only use official channels.

What if I fail the driving test?

You can practise more and retake the test after paying the test fee again. Make sure your learner's permit is still valid when you do.
