Drone Rules in Uganda: Permits, Registration and Where You Can Fly

Drones have changed photography and videography in Uganda. Aerial shots of weddings in Kampala, real estate in Muyenga, tea estates in Kabarole and safaris in Murchison Falls now look world class. But drones are regulated aircraft, and flying without the right approvals can lead to confiscation, fines or arrest.

Who regulates drones in Uganda?

The Uganda Civil Aviation Authority (UCAA) regulates drones, which the law calls remotely piloted aircraft systems (RPAS) or unmanned aircraft. Because drones can capture sensitive locations, security agencies are also involved in clearance, and protected areas such as national parks have their own rules through the Uganda Wildlife Authority (UWA).

Do you need a permit?

In practice, yes for almost every serious use. Commercial operators, such as photographers, surveyors and media houses, need authorisation. Even hobby flights can attract questions, especially in Kampala and near security installations. Always check current UCAA requirements before flying.

Typical steps to fly legally

  1. Register the drone with UCAA, providing details such as make, model, serial number and owner information.
  2. Apply for authorisation for the type of operation, for example commercial aerial photography, mapping or agriculture.
  3. Obtain security clearance as required. Applicants are commonly asked for identification and details of where and when they will fly.
  4. Pilot competence: commercial operators may need proof of training or a remote pilot licence.
  5. Insurance: third party liability insurance is strongly recommended and may be required for commercial work.
  6. Location approvals: get permission from landowners, event organisers and, for national parks, UWA.

Importing a drone into Uganda

Drones may be held at Entebbe International Airport or border points if you do not have prior clearance. Before travelling, contact UCAA and clear the import requirements. Tourists should arrange permits through their tour operator well in advance, or leave the drone at home.

Where you should not fly

  • Near airports and airstrips, including Entebbe and Kajjansi
  • Over State House, military barracks, police installations and government buildings
  • Over prisons and border areas
  • In national parks and wildlife reserves without UWA permission
  • Over crowds at concerts, rallies and stadiums without approval
  • At night unless specifically authorised

Safety rules every drone pilot should follow

  • Keep the drone within your visual line of sight.
  • Stay well below manned aircraft altitudes. Many countries use a limit of around 120 metres (400 feet) above ground.
  • Do not fly over people's homes without permission. Respect privacy.
  • Check weather. Strong winds and rain are common in the afternoon in many parts of Uganda.
  • Charge batteries fully and carry spares.
  • Do a pre flight check of propellers, GPS and compass calibration.
  • Avoid flying near power lines and telecom masts.

Privacy and data protection

Aerial footage often captures people and private property. Under Uganda's Data Protection and Privacy Act, collecting identifiable images of people for commercial use carries responsibilities. Get consent where possible, and avoid publishing footage that identifies people in sensitive situations.

Using drones for business in Uganda

  • Weddings and events: aerial shots of venues and processions
  • Real estate: showing plots, estates and building progress
  • Agriculture: crop monitoring and spraying, with the right approvals
  • Construction and mapping: surveys, volume measurements and site monitoring
  • Tourism marketing: lodges and destinations

Clients increasingly ask whether your drone operations are licensed. Being compliant is a selling point.

What happens if you fly without approval?

Drones can be confiscated, and operators can face fines or charges, especially near security installations. Footage may also be deleted. The cost and delay are far higher than doing the paperwork.

Frequently asked questions

Do small drones under 250 grams need registration?

Rules for very small drones differ between countries. In Uganda, check with UCAA before assuming any exemption, especially for commercial work.

How long do approvals take?

It can take several weeks. Apply early, particularly before wedding seasons or tourism peaks.
