Many salaried Ugandans assume their employer handles all their tax. For a single job with PAYE, that is often true. But if you earn income from rent, a side business, consultancy, freelancing, or more than one employer, you will usually need to file an individual income tax return with the Uganda Revenue Authority (URA).
Who must file an individual income tax return?
- Sole traders and self employed people, including boutique, salon, shop and workshop owners
- Consultants, freelancers and professionals such as lawyers, doctors and engineers in private practice
- People with more than one employer
- Landlords earning rental income (rental income has its own return type)
- Anyone with income not fully taxed at source
- Anyone URA has asked to file
If you have a TIN but no income in a year, URA may still expect a return, often called a nil return, to keep your records up to date.
The tax year and deadlines
Uganda's tax year for individuals runs from 1 July to 30 June. The main deadlines are:
- Provisional return: an estimate of your income for the year, filed early in the year, with tax paid in instalments where required.
- Final (self assessment) return: due within six months after the end of the tax year, which for most individuals means by 31 December.
Check URA notices each year in case of changes to forms or dates.
What you need before filing
- Your TIN. For individuals, your National Identification Number (NIN) now serves as your tax identification.
- URA portal login. Register or reset your password on the URA web portal.
- Income records: sales records, invoices, bank and mobile money statements, rental agreements and rent received.
- Expense records: receipts for allowable business expenses such as rent for business premises, wages, utilities and stock.
- Withholding tax certificates: if clients deducted withholding tax from your payments, those certificates count as tax already paid.
- Employment details if you also earn a salary: payslips or employer PAYE information.
Step by step: filing online
- Log in to the URA portal using your TIN and password.
- Download the correct return form. Individual income tax return forms are usually Excel templates. Choose the one that matches your situation (individual, rental, presumptive for small businesses where applicable).
- Fill in the form offline. Enter your income, expenses and tax credits carefully. Follow the instructions sheet in the template.
- Validate the form. Use the built in validation button to check errors, then generate the upload file.
- Upload on the portal. Go to the e-services or e-returns section, choose the return type and period, and upload.
- Get your acknowledgement. Download and keep the acknowledgement receipt.
- Pay any tax due. Generate a Payment Registration Number (PRN) and pay through a bank or mobile money before the due date.
Small businesses: presumptive tax
Very small businesses with turnover below the threshold set in the Income Tax Act may qualify for presumptive tax, where tax is a simpler fixed amount or percentage based on turnover rather than profit. Check current thresholds with URA or an accountant, because the rules have been revised in recent years.
Rental income
Individuals with rental income pay tax on rental income above a threshold at a set rate. Rental income is reported on a separate return. See our guide on rental property investment for more detail.
Penalties for late filing or not filing
- Late filing attracts penalties, which grow with time.
- Unpaid tax attracts interest every month it is outstanding.
- Outstanding returns can block a tax clearance certificate, which you need for government tenders and some licences.
Common mistakes to avoid
- Mixing personal and business money, which makes it hard to prove expenses.
- Forgetting withholding tax credits.
- Uploading the wrong period or form version.
- Ignoring URA emails and portal messages.
- Waiting until the last week of December, when the portal is busy.
Frequently asked questions
I only have one job and pay PAYE. Must I file?
Usually not, because PAYE is a final tax on employment income for most employees with one employer. If you have other income, you should file.
What is a nil return?
A return showing no income for the period. It keeps your tax record compliant if you have a TIN but no taxable income.
Can I amend a return?
Yes, URA allows amendments within set time limits. Contact URA or your accountant if you discover an error.
